Is there a word in English that describes a situation where either of the extreme outcomes is preferable to the balanced/compromise outcome?

No, that just means that it tends to divide people into diametrically opposed camps, not that compromise is the worst option.

Don't know. You could probably call it a polar solution, though.

There's also the possibility that "disequilibrium" is the concept you seek.
